Planning
Swanbank Industrial Park has masterplan approval and infrastructure agreements with state and local authorities in place. Strong relationships with state and local authorities have facilitated a streamline assessment system which will flow on to end users and expedite the planning and approval process.
The site currently has bulk earth works approval and clearing commenced in February 2011. Previously prelimary approvals for a paper mill and steel mill have been achieved, demonstrating the estate’s ability to accommodate high impact opperations.

The estate is bounded to the north and north-west by Redbank Plains Road and the Cunningham Highway respectively and to the south via the Centenary Highway extension. Ipswich City will be the highest population growth zone in QLD over the next 25 years. According to the Queensland Government’s South East Queensland Regional Plan, Ipswich City’s 2009 population of 170,000 expected to increase to 438,000 by the year 2031.
The vision for the estate and surrounding areas is as follows:
- To create the leading industrial precinct for large manufacturing and sustainability industry within South East Queensland and the eastern sea board.
- Incorporate effective, sustainable development into the surrounding existing and emerging communities.
- Be a major contributor to employment and economic development within the Ipswich City Council area and South East Queensland.
- Create an industrial ecology, where the infrastructure and mix of industries will enable inter-relationships to emerge and waste or by-products of one industry can be used as inputs into another industry within the estate.
- Provide employment, industrial training, technical education and research to the surrounding community.
- Rehabilitate areas degraded by past industry and integrate these within the network of green spaces.
Infrastructure
Swanbank Enterprise Park has been masterplanned to accommodate High Infrastructure Usage Industries with substantial investment form State and Local authorities. Recently completed projects include:
- Department of Main Roads Centenary Highway Extension along the Southern Boundary with an existing at-grade intersection to accommodate Swanbank Enterprise Park (capital cost $300m)
- Federally funded Auslink and Ipswich City Council’s Redbank Plains Road and Swanbank Connection Roundabout at the northern end of Swanbank Enterprise Park completed in Q1 2010 (capital cost $10m+)
- The new $8 billion SEQ Water Grid comprises various dams, a desalination plant, the Western Corridor Recycled Water Scheme and various bulk water transport pipelines. The SEQ Water Grid is unique in Australia and has created unprecedented water security for South East Queensland. The grid includes the Southern Regional water pipeline (potable water) and a purified recycled water pipeline running through the heart of Swanbank Enterprise Park.
Swanbank Enterprise Park supports the South East Queensland Regional Plan and is an Infrastructure Lead Development which will accelerate the Western Corridor Growth providing an estimated 7000 jobs.
Roads
Swanbank Enterprise Park has existing industrial connections with 24/7 B-double truck access to the adjoining state road network. The future internal and external trunk road network upgrades have been masterplanned and will be rolled out as required and in accordance with the infrastructure agreements that are in place.
Power
The CS Energy Power stations, coal and gas fired, are located centrally within Swanbank Enterprise Park with associated Powerlink trunk transition infrastructure. This allows for the opportunity for major industrial power users to obtain ‘over the fence’ economies of supply. Standard industrial users are also catered for with Energex’s masterplanned network. The existing Redbank Plains Substation will cater for the initial stages, with additional infrastructure rolled out as required.
Potable and Purified Water
These two water products, available in abundant quantities, create a significant advantage for businesses establishing in Swanbank Enterprise Park. Potable water is available through an upgraded Ipswich City network boosted by off-take capacity from the Southern Regional Water Pipeline. Purified Recycled Water is available from the Western Corridor Recycled Water Scheme, which is one of the largest of its kind in the world. Through its unique location, Swanbank Enterprise Park is targeted as the premier water-critical industrial park in South East Queensland.
Sewerage
Swanbank Enterprise Park has been masterplanned to connect into the existing trunk infrastructure, on Six Mile Creek, and the proposed trunk sewer, to be constructed down Bundamba Creek to the west.
Gas
An existing gas main currently provides gas to the Swanbank-C Power Station. Mains gas supply will be extended to industry within Swanbank Enterprise Park as required.
Waste Services
Swanbank Land Fill operated by Thiess Services, is one of Australia’s largest land fill sites and is located near the Swanbank Power Station. The land fill occupies a total area of approximately 250ha and provides Swanbank Enterprise Park’s tenants with easy access to waste management and recycling facilities. Environment (Buffer / Open Space)
For efficiency and sustainability, Swanbank Enterprise Park will include over 1,200 hectares of open space and conservation areas, providing buffers to industrial development and a regional resource to the surrounding urban areas.
Broadband
Swanbank Enterprise Park is masterplanned to receive high-capacity broadband to individual premises.
